In a compelling 60-second video, Frederick M. Hess, resident scholar and director of education policy studies at the American Enterprise Institute, outlines the results of a study he co-authored with Jay P. Greene, distinguished professor and head of the Department of Education Reform at the University of Arkansas.
The study tracked the personal political contributions of the staffs of education reform organizations. Despite years of right-wing conspiracy accusations, it turns out the party education reformers overwhelming support has been the Democrats. Greene and Hess summarized their case in the Wall Street Journal:
Political homogeneity helps explain many of the setbacks the reform movement has suffered in recent years, including the collapse of Common Core, the abandonment of new teacher evaluation methods, and a national stall in the expansion of charter schools. It is losing its ability to forge new coalitions and find new converts. Those who care about the effectiveness of K-12 education should think about ways to inject some red—or at least purple—into a movement that has become monochromatically blue.
So: What should we make of these findings?

It may be most productive here to focus on the phrase “school reform,” as it has had a very rough decade overall, and Democrats and Republicans alike should be learning. It seems clear to me that the ability of the capital (whether of the state or federal variety) to positively influence the quality of education delivered in the field (the vast system of public schools) is real, but so too is the ability to do harm.
If the capital is on its “A game,” it can get a few incentives pointed in the right direction, provide new opportunities for educators and families, provide some transparency, and stay out of the way. Attempts to micromanage the operation of the field, however, often fall somewhere on the pointless to counterproductive spectrum. If Republicans are bailing on that version of “school reform,” bully for them, and plenty of Democrats are joining them.
In my “Two Minutes Hate” post, I shared a deep concern with the revival of nativist rhetoric in our politics. You don’t have to be left of center to find the use of foreigner-bashing rhetoric dangerous, destructive and distasteful; I find it dangerous, destructive and distasteful. A combination of stepped-up enforcement on illegal immigration coupled with a substantial liberalization of legal immigration represents, to me, a plausible path forward on what has become a festering wound in our politics.
Our democracy is designed to create settlements of issues, and a great many Americans feel differently on the issue of immigration than I do. If our alleged Olympians in the U.S. Senate could spare a bit of time away from greeting themselves admiringly as “Mr./Madame President” when they look in the mirror in the morning, addressing the issue that’s tearing the country apart would be a fantastic idea. I do not, however, start with the presumption that those who have a different point of view on this issue are heathens. Rather, I view (most of) them as potential converts.
But I digress; back to K-12 reform.
There are very good people in both political parties passionate about expanding opportunities for families. Due in part to the current configuration of interest supporting the parties, the Republicans support such efforts at a higher rate per member than Democrats. So, dismissing Republican lawmakers as “Merchants of Hate” sadly but elegantly sums up the gist of the Hess and Greene report as broadly accurate. K-12 reformers depend heavily upon the support of Republicans in just about all states.
A genuinely bipartisan reform movement cannot afford to dismiss either of the major political parties and is at risk of obsolescence from the sort of groupthink that comes with a lack of political and intellectual diversity. Elected officials do not owe us their support any more than they owe it to our opponents.
We need to go out and earn the changes we support. Martin Luther King Jr. had less cause to worry about Lyndon Johnson’s long history as a racist once he signed the Civil Rights Act.
For those who dismiss the potential upside of for-profits in education, Rick Hess asks them to consider virtually every other aspect of their lives.
"Think about other big investments people make: their house, their car, their tablet or smartphone," wrote Hess, director of education policy studies at the American Enterprise Institute, in a live chat on redefinED today. "If you told folks that they could get a house or car made by a nonprofit, they wouldn't think it was better - odds are, they'd look at you like you were nuts."
"Fact is, in most of American life, something being a for-profit is generally regarded as a good thing - and government-provided services are frequently regarded as mediocre, or suspect. It's not immediately clear to me that it ought to be expected to be different in education."
We asked Hess to join us because he has co-edited a new book on for-profits in education, “Private Enterprise and Public Education.” But over the course of an hour, he weighed in on a wide range of topics. Among the highlights:
On Jeb Bush, his presidential ambitions and Common Core: "Jeb's got a remarkable track record on education. But, especially in GOP primaries, his full-throated backing of Common Core could trump the rest."
On President Obama and his administration's lawsuit against vouchers in Louisiana: "It's a good move if Obama is trying to score points with the teacher unions and traditional education establishment, or if he's trying to extend the reach of the federal government in education. It's a bad move for the affected kids in Louisiana or if he's interested in trying to claim bipartisan support for his education agenda."
On Florida, Common Core and PARCC: "I think it's likely Florida will drop PARCC. Will be interesting to see what follows. ... This is the fascinating thing about the Common Core; for it to deliver on its promise, a ton of stuff has to go right. For it to not deliver, only a couple little things have to go south."
On a criticism school choice supporters should take to heart: Don't dismiss suburban parents who don't want their schools to invite in low-performing students through choice plans. "Choice advocates have denounced such parents and communities, and even implied they're racist. It might be useful to recognize that they've worked hard, played by the rules, and sought to provide their kids a good education ... Empathetic reform would start by taking these issues seriously, and asking how to frame a win-win agenda."

Nothing gets critics of school choice and education reform more riled up than the specter of privatization. The response from Rick Hess: It’s complicated. For-profits in education can bring problems, he says. But they can also be a big help.
Hess, director of education policy studies at the American Enterprise Institute, is co-editor (along with Michael B. Horn of the Christensen Institute) of a new book on the subject, “Private Enterprise and Public Education.” He’ll be our guest next week, in a live chat, to talk about it.
“Of course, the record of private ventures in education, as in other sectors, is mixed. It’s no wiser to romanticize for-profit providers than to demonize them,” says the book’s introduction. But, it continues, “For-profit enterprises have brought innovative power to an array of sectors. Given sensible policies and quality-control mechanisms, the particular strengths of for-profits can make them an invaluable part of the education tapestry.”

Count legendary school choice activist Howard Fuller among those who don’t have a problem with for-profit entities in education reform.
At the Black Alliance for Educational Options symposium in Orlando on Thursday, Fuller, who is BAEO’s chair, told several hundred participants at a first-timers orientation that “you also need to not have, at least in my opinion, a knee-jerk reaction to for-profits.”
“At the end of the day, judge something by what it does,” he said. “Don’t start by judging the label.”
The participation of for-profit companies is often raised by critics in parental choice debates on everything from virtual and charter schools to parent triggers and tutoring providers. It's also an issue to some extent within the choice community. A few months ago, Rick Hess from the American Enterprise Institute and Ben Austin with Parent Revolution engaged in a back-and-forth on the issue after Austin suggested nonprofits are more likely to put children first.

Critiquing the Florida Formula. Matt Di Carlo at the Shanker Blog is a critic to be taken seriously. In his latest post, he looks at the research that has evaluated different components in Florida’s reform effort, including the competitive pressures from vouchers, tax credit scholarships and charter schools. “As usual,” he writes, “it is a far more nuanced picture than supporters (and critics) would have you believe.”
Legislative wish list. What do education groups want from the coming legislative session? Florida Voices asks Ruth Melton at the Florida School Boards Association; Patricia Levesque at the Foundation for Florida’s Future; Mindy Gould at the Florida PTA; and Kathleen Oropeza at Fund Education Now. Lawmakers, Oropeza writes, are out to “starve public education” and have been “intentionally bringing districts to the brink of catastrophe.”

Ben Austin of Parent Revolution and Rick Hess of the American Enterprise Institute have been engaging in a civil dialogue on the merits of educators and parents being able to purchase instructional and management services from for-profit corporations. Austin opposes allowing parents and educators to have this option, while Hess is a supporter.

While Ben Austin (pictured here) is clearly well intentioned, his argument is based on ideology and politics, and not good public policy.
Austin’s advocacy of parental empowerment derives from his belief that public education too often puts adult needs over the needs of children. He thinks giving parents more influence over how their children are educated will move students to the center of educational decision-making. But Austin opposes allowing parents to contract with for-profit corporations because he thinks these companies will be more concerned with profit than children’s needs. A summary of Austin’s position was recently posted on the Parent Revolution blog: “Because we believe children need to be put first in every decision, it is far better to have non-profit organizations – accountable to parents, taxpayers and a stated mission – than a for-profit organization, which by definition is accountable first and foremost to investors and shareholders … ”
Hess argues that for-profit corporations already provide billions of dollars of products and services to school districts every year, and if parents decide a for-profit company can best meet their children’s needs, they should be allowed to work with it.
I agree with Hess. While Ben Austin is clearly well intentioned, his argument is based on ideology and politics, and not good public policy. Parents should be free to contract with providers that best meet their children’s needs.
The ad hominem aspect of Austin’s argument is troubling. While I was doing my holiday shopping this year, the gender, sexual orientation, race and ethnicity of the salespeople I talked to was irrelevant, as was their employer’s tax status. What was relevant was the quality and price of the products or services they were selling. I suspect Ben has these same priorities when he shops, and he likewise does not consider a corporation’s tax status when he purchases products and services for his family and friends. (more…)
In an interview published this morning, incoming Florida education commissioner Tony Bennett tells Rick Hess that Gov. Rick Scott gave him two priorities: implementation of Common Core and Senate Bill 736.
The latter is the law, signed by Scott last year, that makes sweeping changes to how Florida teachers are evaluated and paid. As he did when speaking with reporters Wednesday, Bennett threw out the possibility of changes to SB 736, which has sparked widespread frustration because of new evals that even some reformers like Hess find problematic.
"Senate Bill 736 has created some challenges, but also some opportunities. It has and will continue to bring into focus how we think about the obstacles, the capacity challenges at the district level, and whether we need to make tweaks to the legislation," Bennett said. "When I met with administrators and teachers the other day, I said nothing is off the table in terms of 736. We want to make sure this is an effective, efficient, fair, measure of teacher effectiveness." Full interview here.
Tony Bennett’s shocking loss in Indiana has highlighted a deep and long-festering rift among some ed reformers over adoption of Common Core academic standards. Some observers pinned the loss on Republicans who see Common Core as federal intrusion tied to President Obama rather than a voluntary, state-led effort – and who saw Bennett as too cozy with it.
From Florida, one prominent Common Core advocate is pushing back.
In a letter last week to the American Legislative Exchange Council board of directors, Patricia Levesque, executive director of Jeb Bush’s Foundation for Excellence in Education, politely takes issue with a draft resolution that would revoke a state’s adoption of Common Core. She calls the standards a “crucial foundation” for reform and says while they’ll better prepare students for a global economy, they “do not dictate what textbooks must be used or how a district’s curriculum should be set up.”
“Resolutions like this one,” concludes the letter, dated a day after the election, “draw attention and resources away from what’s important – properly implementing the improved standards and working together to provide a high quality education to all students.”

Shock and buzz. Tony Bennett’s loss was last night’s big jawdropper in the ed realm. But shock is already giving way to welling speculation that Indiana’s loss will be Florida’s gain.
Education Week wrote that Bennett, the Hoosier State’s superintendent of public instruction, “could be a natural fit” for the opening in Florida. Education researcher Rick Hess said Bennett will land on his feet “given that folks are likely to be clamoring for his services (including the state of Florida, which is desperately seeking a new chief).” The Gradebook, the ed blog for the Tampa Bay Times, put this headline on its first post of the day, “Might Indiana superintendent stunner yield Florida commissioner candidate?”
Speculation that Bennett may be headed to the Sunshine State began well before last night’s loss. And it’s easy to see why. Bennett championed Florida-style reforms in Indiana, including implementation of a statewide voucher program. He’s part of the Chiefs for Change group formed by Jeb Bush’s Foundation for Excellence in Education. And he makes a lot of sense when he talks persuasively about new definitions of public education that aren’t either/or. “We have allowed our opponents to draw a caricature of us that says we’re against public schools,” Bennett said last spring at the American Federation for Children conference. “I’m not an adversary of public schools. I’m an advocate for public school children.”
Applications for the Florida commissioner post are due by Nov. 30. We called and emailed the Indiana Department of Education to see if we could find out about Bennett’s plans. If we hear back, we’ll let you know.
