Indiana: Republican lawmakers scale back a proposal to eliminate a requirement that students attend public schools for one year before becoming eligible for a private school voucher (Associated Press). They pass it mostly along party lines in the House (Associated Press). They’re advancing a proposal to switch administration of the voucher program away from newly elected Superintendent Glenda Ritz (Associated Press). They’re also considering a Democratic proposal to give school districts with more than 50 percent of their students in charter schools the ability to approve new charters (Post Tribune).

Iowa: The state’s Catholic bishops push for vouchers (Iowa Radio).

Texas: Senate Education Committee Chairman Dan Patrick, R-Houston, files legislation to lift the cap on charter schools and create a new body to authorize them (Texas Tribune). More from the Austin American Statesman and the News-Journal. Patrick’s proposal for tax credit scholarships isn’t getting a warm reception from fellow lawmakers (San Antonio Express News). Thousands of people turn out for a Save Our Schools rally to restore education funding, reduce standardized testing and oppose vouchers and charter schools (KVUE.com)

Alaska: A debate over a proposed constitutional amendment that could open the door to private school vouchers is heating up (Anchorage Daily News). The chair of the Senate Education Committee says his committee will still hold hearings on vouchers even though it will no longer be considering a bill on the proposed amendment (Alaska Public Radio News).

California: The race for three seats on the L0s Angeles Unified School Board has drawn national interest – and financial support – due to three candidates who favor parental choice, charter growth and data-based teacher evaluations (Los Angeles Daily News).

Idaho: Lawmakers propose measures to allot charter schools $1.4 million in facilities funding and allow colleges, universities and nonprofit groups to authorize charter schools (Idaho State Journal). More from Idaho Education News.

Georgia: Amid the debate on parent trigger laws and charter schools, one education advocate ponders: Whose responsibility is it to educate a child — society’s or the parent’s? (Atlanta Journal Constitution). The Georgia Legislature considers an expansion of the tax-credit scholarship program (Rome News Tribune).

KKK vouchers? Ethnic cleansing? All sides in education debate need a breather

Sad but true: The other day, one of Louisiana’s statewide teachers unions tweeted that the Black Alliance for Educational Options, the stand-up school choice group, supports “KKK vouchers.” It subsequently tweeted, “Tell everyone you know.” (Details here.)

Even sadder but true: This wasn’t an isolated event. In recent months, critics of school choice and education reform have time and again made similar statements and claims – trying to tie Florida’s school accountability system to young black men who murder in Miami, for instance, and in Alabama, trying to link charter schools to gays and Muslims.

But this is also sad but true: Reform supporters sometimes go way too far, too.

Late last week, the Sunshine State News published a story about two Haitian-American Democratic lawmakers in South Florida, both strong backers of school choice, who narrowly lost primary races to anti-choice Democrats. The story quoted, at length, an unnamed political consultant who sounded sympathetic to the arguments raised by school choice supporters. He made fair points about the influence of the teachers union in the Democratic Party; about racial tensions that rise with Democrats and school choice; about a double standard with party leaders when Dems accuse other Dems of voter fraud. But then he said this:

“It’s a kind of ethnic cleansing of the Democratic Party,” he said, according to the report, “centered on the interests of the teachers’ unions.”

School choice critics may often be wrong;  their arguments may at times be distorted and inconsistent. But to brand their motivations with a term that evokes Rwanda and Bosnia is more than off-key. It’s repulsive. It’s also a distraction and counterproductive.

I’m floored by extreme statements from ed reform critics. In the past couple of months alone, a leading Florida parents group accused state education officials of using the school accountability system to purposely “hurt children”; a left-wing blogger described John E. Coons, a Berkeley law professor and redefinED co-host, as a “John Birch Society type” because of his support for parental school choice; and other critics used fringe blogs and mainstream newspapers alike to shamelessly tar Northwestern University economist David Figlio, a meticulous education researcher who is not only widely respected by fellow researchers on all sides of the school choice debate but is so highly regarded beyond the world of wonkery that he was cited as a prime example of this state’s “brain drain” when he left the University of Florida. I’m further stumped by how such statements are rarely challenged by mainstream media, and by how more thoughtful critics simply shrug and look the other way.

Attacks like these make me want to say, “At long last, have you left no sense of decency?” But then, at less regular intervals, statements like the ethnic cleansing quote come up and knock reformers off the high road. I’m left with a less satisfying response: “Can’t we all just get along?”

Romney can move the ball on school choice – if he leads

Mitt Romney’s white paper on education, “A Chance for Every Child,” offers laudable support for increased parental choice and for other  changes, such as tenure reform, that must occur to improve education in America. Like Obama, Romney wants to leverage federal dollars to move states in the right direction on public school choice, especially the removal of charter school caps and the adoption of open enrollment policies. He also advocates for private school choice “where permitted by state law.”

But is his plan viable? And will he lead to implement it?

Romney would remove most of No Child Left Behind’s accountability standards in favor of expanded reporting on how schools are different. He would allow states to set their own standards and tests, but print the state’s National Assessment of Educational Progress (NAEP) outcomes on school and district report cards. NAEP brings much value to the discussion of education performance in America, but none to how an individual school district or school is performing because it does not test sufficient numbers or in every school and district. Implicit in this move – away from accountability by achievement measures towards improved information about schools – is that such information is lacking today. But parents are actually quite knowledgeable about local schools’ pluses and minuses and can access sites such as www.Greatschools.org for more detailed information.

So, for this information to be vastly more empowering than it is today, Romney recognizes that school choice would have to be dramatically expanded. That’s especially true for public school choice where, frankly, most of the schools will be for the foreseeable future.

The Romney plan seeks to expand choice primarily in two ways. First, he would convert Title 1 and federal special education (IDEA) funds that go to schools serving economically disadvantaged students. They would become vouchers that the eligible Title 1 and special ed students could take to any other school, including a private school, or even to a tutoring provider or digital school. Second, he would require states, as a condition for receiving these funds, to adopt open enrollment policies and eliminate caps on charter and digital schools.

The Title 1 and IDEA proposal is worthy of consideration.
